The Directorate of Planning and Development was formally established in Government College University Faisalabad in the year 2006. Since its establishment, this directorate is striving hard to make this institute a state-of-the-art university. All development plans are prepared by this Directorate after needs assessment and consultation of consultants as well. These plans are submitted to funding agencies like HEC, HED, MPA/MNA’s grants, Alumni, and own sources for administrative approval. This directorate has prepared many PC-Is, business plans of the university, PSDP, PC-IVs, etc. Since its establishment, the PC-Is of about more than Rs. 10.00 billion have been prepared and out of these development projects of about Rs.4.00 billion have been approved and executed. It has recently been strengthened further by the Worthy Vice Chancellor by deputing three more Deputy Directors and two Assistant Directors.
The Campus Construction Committee (CCC) is the Apex body and final authority for administrative approval and technical sanction of all development projects at the University level. This directorate under the dynamic supervision of the worthy Vice Chancellor has been getting approval of different mega projects like “Development of New Campus Government College University, Faisalabad Phase-II” with a capital cost of Rs: 1124.461 million and another project of Chiniot Campus with a capital cost of Rs. 1676.561 million has been approved by HEC, and is being executed. The revised PC-I of the project “Establishment of Campus of Government College University, Faisalabad at District Chiniot” amounting to Rs. 2016.425 million has also been sent to HEC and approved by Pre-CDWP. Moreover, the work on the project titled “Establishment of Sub-Campus of Government College University, Faisalabad at Sammundri” has been approved in ADP 2021-22 with a Capital Cost of Rs. 398.309 million, and is in progress with full swing.
The classes at Chiniot and Hafizabad sub-campuses have already been launched. The Concept Paper of “Development of Government College University, Faisalabad Phase-III has also been submitted to HEC/ PHEC for approval.
The major objectives of the Directorate of P&D are
1. Preparation of PC-Is for short and long term development projects of the university.
2. Getting approval of designs/ drawings of different development projects from HEC in consultation with the respective consultants.
3. Assisting Project Directorate office in preparation of activity and work plans.
4. Assisting Project Directorate for focusing on quality and accelerated development of the projects.
5. Ensuring timely release of funds from funding agencies.
